It's not surprising at all.
I said it at the time in 2008, and it's proving true. 2008 wasn't a vote for liberal policies, it was a vote against Bush and Republicans.
Well we've gotten big liberal initiatives, and no economic recovery. The electorate is angry.
But 2010 isn't a vote for Republicans, it's a vote against Obama and big government. The GOP could easily waste the chance they now have by 2012 if they play the next 2 years badly. 2 years is a long time in politics, as we've seen.
But if the unemployment rate is still above 7.5% (currently 9.6%!) Obama will stand no chance at re-election.

Americans want results, because the country is in a bad economic struggle. Obama's rhetoric of 2008 didn't translate into results by 2010, and the argument can be made that he's made things worse.
He's being judged on what he's done for 2 years, and he isn't cutting it right now - Bill O'Reilly. Partisan as Bill is, he's right.

Also, for the most part, the party in power almost always loses seats during midterms. 2010 shift is no surprise, the only surprise is the huge (potentially historic) shift, and that's down to Obama.

And I never recall Bush ever blaming Clinton for 9/11, but Clinton's failure there led to 9/11 and shaped Bush's presidency. The difference is: Bush stood for something and was a real leader. You may disagree with his policies and how he executed some of them, but at least he was a strong president. Obama is so wishy-washy it's unbelievable. Again, he's as weak as Carter.
