Can anyone tell me how the preorder charts work?
Do they just keep increasing the number of preorders until the release date? Or do they keep track of how many preorders there are each week?

It's more than likely a rolling chart. I don't know what the rolling period is though. I'll guess a day. Or a week. One of those
