Yes.
He may have very adopted Bush's foreign policy somewhat - but he lacks some conviction there. And while Bush did 'spend like a Democrat' Obama has taken it to a whole new level. No republican would have done Obamacare - Romneycare was done at a state level, which is more acceptable.
And while this has nothing to do with political parties, I do want to point out that Obama has been a very poor leader. You may like him and the things he's done, but there's no escaping that he's a weak national leader.

If Obama was a Republican his presidency would have been different in the fact that he would not have been elected. The last election was the Democrats' from the start and George Washington himself could have risen from the grave and run as a Republican and still lost by a slim margin.
The only Dem who had a shot at losing the election would have been Hillary Clinton. The same is true for Sarah Palin. She won't get the Repub nomination if anyone is serious about trying to get a Republican win in 2012.

You may like him and the things he's done, but there's no escaping that he's a weak national leader. you are correct on the difference of conviction, obama is from the head rather than the heart, which can be both positive and negative. As for obamacare i think the real difference between him and the republicans that aren't in denial over the problems with your healthcare system is that republicans would not have made it a priority especially at this moment in time. As for his foreign policy he is at the lest a continuation of bush and in certain areas he has gone further most noticeably in regards to the use of unmanned drones.
