Well i think he doin it for 2 reasons:
1.increase the forces that deal with terroists 2. train the afgans
That way he would could get a (military) stronger afganistan vs. a smaller, more damaged taliban quicker, which would help him to leave quicker...
I don't believe Obama would repeat all those obvious mistakes from history were all thinking about
