Well to design one you could use the basic one that freeweb hosts offer, you could use a programme like frontpage or dreamweaver (only if you're experienced) or you could make a template in photoshop and upload it.

I think it would probablt be best for you to use frontpage though, very easy to use and lots of good features, unless you got someone else to make a template for you.

Then you'd need to upload the html of all this (don't worry frontpage creates it for you) onto your site. If you're looking for a free one I recommend www.atgig.com
