The Sex Pistols want to play a concert in Baghdad to show Iraqis the "downside" of democracy.
Frontman John Lydon, aka Johnny Rotten, said the band was hoping to set up the concert for early next year.
"I'm definite about it," Lydon said. "The red tape is lining up thick and fast, and the more they put up, the bigger the scissors."
He said the Iraqi people should be made to understand the downside of democracy.
"If you're going to offer these people democracy, then offer it to them in their fullest extreme so they fully know what they're walking into," he said.
"Because democracy has a few problems, mate, and the Sex Pistols know that.
"But at least we can shout out about it, and that might be of some use to them."
The Sex Pistols are currently preparing for a US tour of 13 cities in August and September.
