For what it's worth, there's a difference between getting a song put in your lap and being told, sing it.
Compared to this, where he's clearly had a chat with whoever's producing the album and they've got him something which perfectly fits the words he doesn't know how to say.
Almost every single line feels like it's been tailored to him!
Even to the point where it's too far - first bird to fly gets all the arrows. (Beady eye shat on while NHGFB soared). I don't like that line! But I like the song.
Bottom line - it's obviously Potato aimed bro. Obviously

I think the apology is for Nic but it's possible that he's extending the olive branch to Noel. His recent "we have to get back to being brothers/liking each other" thing is being played a lot. He's still being Liam, stating that it has to be on the right terms, but....

Although he didn't write it, it's obviously about Oasis reunion. Every song is about Oasis reunion, not only Liam's.
Take "Raspberry Berret" from 1985 by Price:
"I was working part time in a five-and-dime My boss was Mr. McGee" OBVIOUSLY about Alan McGee.
Then:
"The rain sounds so cool" How was Oasis called originally? Huh? YES, that's right.
Finally:
"If I had the chance to do it all again" Clearly about Liam and Noel getting back together!
And some people wonder why the hell Aldred would write a song about Noel? There you go...

I think this needs a third option. Like nobody. To me its just a tune that someone else wrote that he is singing. Just a solid tune. I somewhat agree. The lyrics sound like they came straight from Liam and from his heart & soul, but it's a classic case of pop writing where it's wrote for someone, anyone, and no one at the same time. It's all what you make of it and for who you think it should be about.
