Who would play, baring in mind you can have anybody (alive or dead) playing at your dream festival during their peak.
Here's mine:

Friday Night: Headliner - John Lennon 1st - The Charlatans
Saturday Morning (8am-11am): Headliner - James 1st - Cast / The La's 2nd - Crowded House 3rd - Scouting For Girls
Saturday Dinner (12noon-8:30pm) Headliner - Sterophonics(hour and half set) 1st - The Beautiful South 2nd - Manic Street Prechers 3rd - Blur 4th - The Enemy 5th - Beady Eye 6th - Pulp
Saturday Night (9pm+): The Beatles
Sunday Morning (8am-11am) Headliner - Paul Weller (2 hour set featuring guest appearances from others) 1st - The Coral 2nd - The Lightning Seeds
Sunday Dinner (12noon-6pm) Headliner - Paul McCartney (2 hour set) 1st - Athlete 2nd - Stone Roses 3rd - Kasabain 4th - The Verve/Richard Ashcroft
Sunday Night (7pm+) Oasis

My dream festival lineup - and I'll go with the three headliners like Glastonbury - would be The Beatles, The Smiths and The Stone Roses. Primarily because none of them were around my time - Stone Roses split up when I was 5, but to see these legendary bands would be something that would make folk impressed.
If we're talking about bands around today - and I would go on live performances here - U2, Coldplay, Morrissey, Elbow and REM always put on great shows worth every penny of your cash.
P.S. Liking the choice of James - great underrated band and very good live aswell. I think Seven is an amazing album - Born of Frustration is a fantastic track.

Day 1
The Stone Roses Noel Gallaghers HFB Kasabian Stereophonics Calvin Harris Paramore (Hayley Williams has a wardrobe malfunction and we see her boobs)
Day 2 Blur Coldplay Beady Eye Morrissey The Rifles Richard Ashcroft
Day 3 Eminem Kanye West Snoop Dogg Ice Cube Gorillaz Akon
Day 4 Oasis The Smiths Katy Perry (all her outfits & choreography designed by HFP) The Killers The Verve
The site is all open bar, unlimited drinks. Free ice cream for you all. Wet t-shirt contests are everywhere. And on the 3rd day there will be an all stst football match captained by Lionel Messi & Cristiano Ronaldo. Oh and admission is free, its all on me, HFP

I'd keep it simple (10 artists), and only use bands that can actually show up . . . The order is kind of irrelevant to me, but Macca has to be last.

i would have bob dylan play all his albums in chronlogical order and attempting to make the songs sound close to the versions on the record's (or at least versions that you recognise what the song is before he's half way through playing it).
