It's not a wah, but it's where Noel turns a switch on a pedal and it sounds like the power is going down, and the whole pitch of his guitar goes down.

I think its some kind of pitch bender, dont know who make it, but its a fookin big pedal.

Its not a pitch bener mate, i was trying for years to find out what it was.
Its just a delay peddle.
He uses old electro harmonix stuff now but in the early days he just used the plain old boss dd3 .
Ive had one for a couple of years now and its so good, i only use that with a wah and a tremelo.
To get the "power down" sound all you gotta do is have the feedback dial up full so it repeats whatever you play over and over again untill it just becomes a constant noise then just turn the delay time dial up to make the sound go up or down.
