I think I saw one instance where they were both in the same festival on different days- thats as close as Ive ever seen it.

I saw them both at the Milano festival last year on consecutive days. Noel had the higher billing. RA was there too, and Ride

I don't think Liam would have any qualms about it. Noel on the other hand..... As has already been said, Liam would be higher on the bill.
It's like when Noel was asked about Glasto. There's zero chance he would do anything other than headline it, out of pride, and you can guarantee he hasn't been asked.

He simply hasn't been asked. If he gets asked, he'll play exactly the same slot that Liam did this year. Main stage, set before the headliner.

Liam may well be headlining Leeds/Reading next year. Just like Noel headlined IOW this year. Around Europe, Liam tends to play the newer festivals and headlines with a 1hr to 1hr 15 set. At the bigger festivals, he's the one on before the headliner. Noel tends to do 50mins to an hour and 10, but still usually around the same (before headliner or set before that). They're really on similar levels when it comes to festivals. There's no way either of them will do anything higher than second set on the main stage at Glasto while solo I'd have thought. Maybe, maybe, a headline on The Other Stage, but I'd argue even that's unlikely.

I'd have said headlining the Other Stage at Glastonbury would be fine for both Noel and Liam, the only issue is they may struggle to draw a significant crowd against a massive artist on the Pyramid stage if it's a once in a life time situation such as U2, The Rolling Stones, Fleetwood Mac where the normal ticket prices are sky high or people have been reading to many "50 artists to see before you die" lists.
I'd rule out Reading & Leeds completely, the direction that festival is heading in judging by the 2019 line-up, Brothers Gallagher are dinosaurs against everyone except the Foo Fighters. They're also not big enough individually to be a Red Hot Chilli Peppers / Metallica / Green Day legendary Reading & Leeds headliner or a "I'm selling organs to see my favourite band" headliner like Radiohead or Pearl Jam.
You'll never see them on the same bill together, too much risk of confrontation backstage. I'd be interested to know if when negotiating a festival set for both of them, if there are stipulations in the contract reagrding booking the other. I'd bet Noel's team would be checking, Liam wouldn't give a shit.

I reckon Liam would love to be on the same bill. 'Let's have it out. Fuckin come on!' and all that. I imagine him standing at the side during Noel's set, or some screwed up shit.
